Factions are entities in a setting with motivations; things which they have and things which they want. Factions are made up of individuals and individuals also have motivations. A faction's motivations are the sum of the motivations of the membership.

I wrote a page in my browser to 'roll up' a faction and its' sub-factions and leadership. I have assumed that the controlling sub-faction has most of the power and resources, but this would probably actually represent a coalition.

I have that automatic majority thing going on and I don't like it. Maybe give each faction a random fraction instead, with the largest faction winner take all?
