Outer 40 * star mass in AU
Frost line at 4.85 * (luminosity) ^1/2

I want to go with a mass budget model, by which I mean there is only so much dust and gas, some of it is ejected or dropped into the star during accretion, and planets steal accretion disk material from each other in the process of accretion. Inside of the frost line the planets accrete from dust, whereas outside gas predominates. There's also the way ice giants don't get as much hydrogen and helium as gas giants, because the H and He escaped or because the ice giants formed from the leftovers after the ignited sun swept the solar system of H and He.
